By-Laws Of the Colonel Joseph Glover Chapter Of the
National Society of the Daughters of the American
Revolution
Article I. Name
The name of this chapter shall be the Colonel Joseph Glover Chapter of the National Society of the Daughters of the American Revolution.
Article II. Objects
The object of this chapter shall be to promote the objects of the National Society of the Daughters of the American Revolution, hereinafter referred to as the National Society or NSDAR.
(1) To perpetuate the memory and spirit of the men and women who achieved American Independence, by the acquisition and protection of historical spots, and the erection of monuments, by the encouragement of historical research in relation to the American Revolution and the publication of its results; by the preservation of documents and relics, and of the records of the individual services of Revolutionary soldiers and patriots, and by the promotion of celebrations of all patriotic anniversaries.
(2) To carry out the injunction of Washington in his farewell address to the American people, “to promote as an object of
primary importance, institutions for the general diffusion of knowledge,” thus developing an enlightened public opinion, and affording to young and old such advantages as shall develop in them the largest capacity for performing the duties of American citizens.
(3) To cherish, maintain and extend the institutions of American freedom, to foster true patriotism and love of country, and to aid in securing for mankind all the blessings of liberty.
Article III. Membership
Section 1. Eligibility. Any woman is eligible for membership in the National Society of the Daughters of the American Revolution who is not less than eighteen years of age, and who is lineally descended from a man or woman, who, with unfailing loyalty to the causes of American Independence, served as a sailor, or as a soldier or civil officer in one of the several Colonies or States, or in the United Colonies or States, or as a recognized patriot, or rendered material aid thereto. NSDAR and its chapters may not discriminate against an eligible applicant based on race, religion, sexual orientation, national origin, age, disability, or any other characteristic protected by applicable law.
Section 2. Admission. An applicant for membership through this chapter shall be endorsed by two members of the Chapter who are in good standing and to whom the applicant is personally known. The chapter may not discriminate against the applicant on the basis of race or creed. Within one year, unless granted extension by the chapter, the applicant shall submit all required documents, prepared in accordance with instructions established and distributed by the National Society, and accompanied by the prescribed fees and dues. At a regular meeting the chapter shall vote by ballot upon the applicant’s personal acceptability for Chapter membership. A majority vote by ballot will establish acceptability. The Registrar shall see that the papers are in the form required by the National Society and shall sign as Registrar and secure signature of the Chapter Regent. The Chapter Treasurer shall then forward to the Treasurer General the application papers thus approved by the Chapter National dues. In the event that the application papers cannot be verified, the application fee shall be applied toward the expense of the Registrar General’s office in attempting to verify the papers and the dues and the papers which were submitted shall be returned to the applicant.
Section 3. Transfers and Reinstatements. A member desiring to unite with the chapter by transfer, from another chapter or from
membership at large, shall be proposed and elected by the chapter in the same manner as a new member.
Section 4. Associates — (a) Upon written recommendation of two of its members, the chapter by a majority vote by ballot may elect as an Associate Member, a member of another chapter provided that any member so elected shall be a chapter member in good standing, and shall not be at the same time an Associate member in more than two (2) other chapters in the state. Prior to the election of an Associate Member, and annually thereafter, the chapter shall verify her membership in good standing in her chapter. Associate membership shall cease automatically in the event of termination of membership in her chapter.
(b) An Associate Member shall have the privilege of attending all meetings and of speaking, but shall not make motions, vote, hold office, or represent the chapter as a delegate or an alternate. She shall have the right to serve as a member of a committee.
Section 5. Resignations. Any member desiring to resign from membership in the National Society by presenting her resignation in writing to the chapter Registrar, who shall immediately report the resignation to the Office of the Organizing Secretary General, Membership Services Department. A member whose dues are delinquent shall not be entitled to resign from membership.
Section 6. DAR Projects or Funds
States, chapters and individuals desiring the endorsement of any DAR project or wishing to solicit funds for any DAR work outside of their own state, must do so only by authorization of the National Board of Management.
Article IV. Fees and Dues
Section 1. Application Fee. The application fee to the National Society shall be as determined by the Continental Congress.
Section 2. Annual Dues.
The annual chapter dues shall be set by the Executive Board and are payable on or before the first day of October of each year. From this amount, the chapter shall pay the members annual dues to the National Society and to the State Organization.
Section 3. The dues of a member admitted or reinstated on or after May 1 of any year shall be credited to the next succeeding meeting year.
Section 4. By January first, the Treasurer shall notify all members in arrears for dues. She shall forward promptly to all delinquents the notices of the National Society sent for all members in arrears for dues. On the last day of February, the names of all members whose dues are not paid shall be automatically dropped by the National Society for membership.
Section 5. The annual National dues for each member shall be sent by the chapter treasurer to the Office of the Organizing Secretary General showing a Federal Postal Service, or other carrier, cancellation date no later than the first day of December for the ensuing calendar year.
Section 6. On or before the first day of December, the treasurer shall send to the State Treasurer the State annual dues as set by the State organization for each member.
Section 7. The dues and fees for readmission of resigned member and a member dropped for nonpayment of dues shall be as prescribed by the Bylaws of the National Society.
Section 8. The annual dues of an Associate member shall be the difference between Chapter dues and the total National and State dues, payable on or before October first of each year. She shall be enrolled as an Associate Member upon payment of the annual dues.
She shall pay no application fee, and no State or National dues. Payment of dues by an Associate member shall be subject to the same conditions as for a Chapter member, except that her Associate membership shall cease automatically upon removal from the locality of the chapter, unless she specifically requests that she be retained as an Associate member.
Article V. Officers
Section 1. Officers. The elected officers of the chapter shall be a regent, first vice regent, chaplain, recording secretary, corresponding secretary, treasurer, registrar, historian, and librarian. No one member shall hold the office of chapter regent and chapter treasurer at the same time. Further, the chapter offices of regent, vice regent, recording secretary, treasurer and registrar must be filled and no one member shall hold two of these offices at the same time except if the chapter membership is thirty (30) or fewer members.
Section 2. Nominations. At the regular meeting in September of the election year, a Nominating Committee of three members shall be elected by the chapter. It shall be the duty of this committee to nominate a candidate, whose consent to serve has been obtained, for each office to be filled at the annual meeting. Additional nominations may be made from the floor, provided the consent of the nominee shall first have been obtained.
Section 3. Eligibility. To be eligible for the office of regent or first vice regent, a member shall have belonged to the chapter for one continuous year preceding her election to office.
Section 4. Election. Election shall be by ballot and a majority vote shall elect. All officers shall hold office for two(2) years or until their successors are elected. Their term of office shall begin at the close of the May meeting. No member shall serve as a chapter regent for more than six consecutive years, except by permission of the National Board of Management. A member who has served more than half a term in any office shall be considered to have served a term.
Section 5. Vacancies. In case of a vacancy in the office of the chapter regent, the vice regent shall become regent. Vacancies in other offices shall be filled by the Executive Board until the next annual meeting when the chapter shall fill the vacancy for the unexpired term.
Article VI. Duties of Officers
Section 1.The officers of the Colonel Joseph Glover Chapter shall perform the duties prescribed by these bylaws, and the bylaws of the National Society, the bylaws of the South Carolina, and the parliamentary authority, and such other duties as shall be ordered by the chapter
Section 2. The regent shall:
- preside at all meetings of the chapter and of the executive board, and shall have general supervision of the affairs of the chapter;
- be the chief executive officer of the chapter;
- shall appoint all committees, except the nominating committee, d. be ex-officio member of all committees, except the nominating committee.
- complete the Chapter Master Report, or ensure it is completed, and submit it as instructed
- send the annual report as directed by the state society/organization.
- Section 3. The vice regent shall:
- perform the duties and responsibilities of the chapter regent in her absence or inability to serve.
- conduct such religious services as required.
- communicate, whenever possible, with members who are ill or in distress;
- plan memorial services for deceased members. At the event of a member’s death she shall notify the State Chaplain and the State Membership Chairman on the appropriate form.
- record the proceedings of the meetings of the chapter and executive board;
- be custodian of all records not otherwise provided for;
- notify officers of their election and committees of their appointments;
- keep a roll of members of committees and of the chapter.
- send out notices and/or telephone reminders of the meetings
- correspondence as may not specifically belong to other offices or as may be requested by the regent or required by action of the chapter or the executive board.
- receive all funds of the chapter and shall deposit them in such bank or banks as may be designated by the chapter or the executive board;
- disburse these funds as directed by the chapter or executive board, provided no bill shall be paid without authorization of the regent/chapter/executive board/budget;
- remit national dues to the office of the Organizing Secretary General prior to the first day of December, and state dues to the state treasurer by the required date, of every active member;
- file the appropriate form 990 with the IRS following the end of the fiscal year and any annual reports required by the state taxing authority
- prepare the accounts for financial review or audit by an auditing committee before each annual meeting.
- prepare or assist prospective members in preparation of current application;
- ascertain, prior to submitting, that the application is in the proper form and accompanied by before turning them over to the treasurer for mailing;
- keep a card file of members of the chapter, including name, address, name and rank of ancestor, national number, and date of admission to National Society, date of transfer, resignation, or reinstatement, marriage, and death;
- notify the regent, recording secretary, corresponding secretary, and treasurer, and the new member of the election of membership in the National Society;
- maintain a file of the approved duplicate copy of the application papers of members in either electronic or hard copy form. Upon transfer out of the chapter, the duplicate application paper may be sent with the transfer card, provided that a record is kept showing name and national number, last address while a member, name of ancestor, date of acceptance into the chapter, date of transfer, name of chapter, and state to which transferred. Upon the death of a member, the chapter’s copy of the original application papers may be destroyed by the chapter registrar.
- direct such historical work as may be requested by the chapter in accordance with the historical program of the National Society and of the State organization.
- be the custodian of historical and biographical papers of which the chapter may become possessed.
- cooperate with the SC State Librarian in securing books for the DAR Library in Washington,DC;
- provide other library work as the National Society and the SC State organization may authorize.
